DescriptionWith httpd running,

"httpd -k restart"

results in shutdown instead of restart.

Steps To ReproduceIn VIO window, start httpd

In another window, run "httpd -k restart"

First window shows httpd has ended, returns to command prompt.

with
httpd-dll-20130330.zip

Bare conf, using the httpd.conf.sample.22 with only ServerName added.
