Summary0000548: Cannot upgrade repository to 1.7.x (or 1.6.19) hangs with no activity
Descriptionsvnadmin upgrade <path-to-repo> starts, then stalls with no disk activity and no CPU activity. It can be killed with Ctrl-C.
Steps To Reproduce1. Shut down SVN server process.
2. Replace binaries with 1.6.19, 1.7.4, or 1.7.6 versions.
3. From bin\, run svnadmin upgrade <path-to-repo>

(text formatting under 1.6 is better)

No disk activity. No CPU time.

Pressing Ctrl-C to kill process yields:

    svnadmin: E165000: Failed to get exclusive repository access; perhaps anothe
r process
such as httpd, svnserve or svn has it open?

The same repo upgrades successfully using 1.6.16:

[j:\apps\svn\bin] svnadmin upgrade ..\data\pmmdev
Repository lock acquired.

Upgrade completed.

I have not seen this with 1.14.0.
